The Ministry of Transport published in decisional transparency the Draft Government Decision for the approval of the technical-economic indicators of the investment objective “Extension of the berths of berths 10 and 12 in the Midia area, including consolidations behind the berths”.

The objective is to carry out works to extend the quays of berths 10 and 12 in the Midia area, including reinforcements behind the quays, which will encourage port operators to expand their operations, handling, storage of goods through additional investment in existing capacity, which will lead to an increase in traffic volumes in the Midia area. The extension of berths 10 and 12 will result in an area of ​​approximately 24,755 sq m of territories gained over the sea.

The adoption and publication of the Government Decision for the approval of the technical-economic indicators of the investment objective “Extension of berths of berths 10 and 12 in the Midia area, including consolidations behind the berths” is a condition for accessing non-reimbursable external funds through POIM 2014-2020.

More precisely, within the Master Plan of the Port of Constanța, the Program of short-term measures, for the Midia area is provided the objective “Strengthening the current position of the Port of Midia in the Black Sea region and the European transport system.” The project “Extension of the quays of berths 10 and 12 in the Midia area, including reinforcements behind the quays” is promoted as part of a complex and phased project to modernize the infrastructure of the Midia area and align it with European standards. The development of the berthing infrastructure has a practical utility and, implicitly, an added value to the functionality of the area, generally by developing a transport node of petroleum products and liquid goods as well as a cluster for related services and maintenance providers of petroleum equipment.

Currently berth no. 12 has a length of 110 m and consists of a quay of prefabricated concrete blocks, with a depth in the basin of -8.00 m, having behind the operating platform. The quay ends at the south with stepped blocks, which are not in alignment with the berth, which must be removed. From the southern end of berth 12 is a kind of bay, with shallow water, enclosed in a low dam. Extension of berth no. 12 involves the construction of a founded quay, similar to the existing quay, with a length of 306 m, as well as dredging works to ensure depths of – 8mdMN both along the quay and on the access channel with a sufficient width for maneuvering ships. The dredged material will be used for the fillings behind the unloading prism of the quay, to achieve the structure of the future platform.

Dana no. 10 is in the extension of berth no. 11 and together they have a quay with a length of 293.67 m. At the eastern end of these berths, behind the quay, is only the stone prism on a length of 86 m, between it and the dam to berth 9 being formed a bay with a width of 83 m. The extension of berth 10 will be made with a quay of blocks, on a length of 53.90 m, perpendicular to the existing quay and will be completed to the dam of berth 9 with a slope protected with blocks of the same type as the protection of the dam berth 9. Thus, new territories will be created for the exploitation of the Midia area. In order to ensure the access of the ships to the quay, dredging works are necessary to ensure the depths of – 6 mdMN both along the quay and on the access channel with a sufficient width for the handling of the ships.

Within the investment objective, works will also be carried out for the connection and provision of utilities for ships (water supply and electricity.

The total estimated value of the investment (including VAT) is 83,368,053.45 lei (16,925,805.19 Euro, at the ECB exchange rate of 20.07.2021, 1 Euro = 4.9255 lei), and its execution duration is 24 months. The financing of the investment objective is made from non-reimbursable external funds, through the Large Infrastructure Operational Program 2014 – 2020 and from the state budget, through the budget of the Ministry of Transport and Infrastructure within the amounts approved annually for this purpose, according to public investment programs approved by law.

The feasibility study for the investment objective “Extension of the berths of berths 10 and 12 in the Midia area, including consolidations behind the berths” was approved in CTE – CN APM SA Constanța with Opinion no. 150 / 22.09.2021, in CTE – MTI with the Opinion no. 66/74 / 19.10.2021 and in the Interministerial Council for Approval of Public Works of National Interest and Housing with Approval no. 52 / 29.10.2021.
