A European state wants to legalize the cultivation and consumption of cannabis, CNN announces. Under the new legislation, people over the age of 18 in Luxembourg will be allowed to consume cannabis and grow up to four plants in the household.
The decision to legalize consumption and cultivation will drastically reduce the current fines for possession, which will be between 29 and 581 euros for three grams or less, compared to the current fines of 291 and 2,910 euros. However, public cannabis use will remain illegal.
The marketing of seeds will also be allowed under the new legislation, with no limit on the amount or levels of tetrahydrocannabinol (THC), the psychoactive component of cannabis.
The policy change is an attempt by the government to take drastic action against drug-related crime and drug trafficking on the black market. Ministers will now be able to regulate the currently illegal cannabis market.
The Netherlands is the first country in Europe where the consumption and cultivation of cannabis is allowed for personal use.
